Rough-ins done — electrical, plumbing, HVAC and low-voltage are run and have passed their inspections. 2. Air sealing — we foam and seal around boxes, pipes, top plates and any penetration before a batt goes in. 3. That is the whole reason to call now. ## Climate Zone 1 R-Values for Walls (R-13 to R-23) and the Vapor Retarder Question Naples and Fort Myers are in Florida Climate Zone 1. Under the Florida Building Code, Energy Conservation (8th edition), the prescriptive minimum for a wood-frame wall is **R-13**; a fitted R-13 or R-15 batt in a 2×4 wall meets it, and R-19/R-21 fiberglass or R-23 mineral wool in a 2×6 wall exceeds it. Ceilings are a different assembly (R-30 minimum, usually blown-in).
