Florida Building Code Insulation Requirements 2026 — Collier & Lee County Builder Guide
If you're building in Collier or Lee County, you're operating in one of the hottest and most code-scrutinized markets in the state. The Florida Building Code 8th Edition (based on the 2021 IECC, adopted in 2023 and currently in effect) sets clear insulation minimums — and inspectors enforce them. Getting it wrong means failed inspections, callbacks, and delays that eat your margin.
This guide is written for production and custom builders who want to understand exactly what's required, why the requirements are what they are, and how to spec insulation correctly the first time.
Confirm the County Climate Zone
Collier and Lee counties, including Naples, Marco Island, Bonita Springs, Estero, Fort Myers and Cape Coral, are Climate Zone 1. Charlotte County, including Punta Gorda and Port Charlotte, is Climate Zone 2. Use the county assigned to the project, rather than treating all of Southwest Florida as one zone.
The county climate zone affects which prescriptive table values apply. Confirm the code edition and compliance method accepted for the permit with the designer or building department.
2023 Florida Residential Prescriptive Values and Assembly Requirements
Vented Attic
The 2023 Form R402 prescriptive ceiling value is R-30 in Climate Zone 1 and R-38 in Climate Zone 2. These are table values for that compliance method, subject to its conditions and applicable exceptions.
A vented attic typically has insulation at the ceiling plane, with the attic outside the thermal envelope. The project may specify higher insulation levels, but the accepted energy calculations and coverage requirements establish the installation scope.
Unvented Attic: Coordinate the Full Assembly
For an unvented roof assembly, establish the required R-value from the approved plans and energy calculations, then use the selected foam product's published thickness table. Open-cell foam does not have a universal five-inch R-30 rating. Coordinate moisture control and ventilation with the assembly design. For example, Huntsman's Classic Ultra open-cell data lists R-30 at eight inches. The required thickness varies by product and approved assembly.
Insulating beneath the roof deck can move the thermal and air boundaries to the roofline. It does not by itself make an attic conditioned or guarantee indoor-like temperature. The approved assembly must address air sealing, moisture control and the applicable ventilation or conditioning provisions. Air-leakage testing and ventilation requirements come from the applicable energy and mechanical provisions, not a universal foam-depth rule:
- Florida's 2023 residential energy provisions generally limit tested envelope leakage to no more than 7 ACH50, with applicable exceptions. A result below 3 ACH50 triggers a mechanical-ventilation provision; below 3 is not the universal maximum leakage limit. The ventilation design must meet all applicable requirements.
- Confirm the required ventilation or conditioning approach with the design professional, including provisions that apply to the selected unvented attic assembly.
- Keep the approved roof details, insulation product data, energy documents and required test reports available for the permit and inspection process.
Open-cell and closed-cell products have different thermal and vapor properties. Use the selected product's published data, required thickness and approved assembly details. Do not assume that changing foam type alone satisfies moisture, structural or energy requirements.
Walls
Under the 2023 residential R-value prescriptive method, wood-frame wall insulation is R-13 in both Florida climate zones. Mass walls have separate table values: R-3/R-4 in Zone 1 and R-4/R-6 in Zone 2; the higher value applies when more than half the insulation is on the interior of the mass wall.
The wall assembly matters: wood framing, mass walls and other construction types cannot share a single blanket R-value rule. Follow the selected compliance path and product installation requirements, including fit around services and the effects of compression or incomplete coverage.
Commercial / Continuous Insulation
Commercial requirements depend on the applicable commercial provisions, assembly and building use. Use the compliance documents and software accepted for that project; a residential REScheck calculation is not a general commercial compliance route.
Florida Energy Calculations and Accepted Compliance Paths
Florida residential compliance can follow the applicable prescriptive or alternative paths, including R402, R405 or R406 where permitted. DOE's REScheck page lists Florida 2017 support, so it should not be assumed to establish 2023 Florida-code compliance. Confirm accepted software and forms with the project's energy professional and permitting authority.
Key things to know:
- Alternative compliance paths may allow certain trade-offs, but mandatory requirements still apply. Use the approved calculation rather than assuming any one component can be reduced.
- Give the energy professional the proposed insulation products, assemblies, R-values and installed thicknesses needed for the selected compliance method.
- An energy rating and a permit energy-compliance calculation have different purposes. Confirm the documents, assumptions and software required for each.
